com objects and character encoding

I have written a com object in vb6.. My colleague is using this in Delphi.. He has asked me "when it returns a string what character encoding is it using?" and I dont know how to answer him..

Can anyone shed any light? it is VB6 running on windows XP if that is any relevance?
