24DB Low Pass Filtering - SOUND / AUDIO Processing

Hello chaps,

I'm looking for a Low Pass Filter to apply to a .WAV Audio Buffer.

I've come across this here: LPF 24dB/Oct

But I'm having trouble converting it and getting it to work in VB.

Can anyone shed any light in to this?
