How do I create a menu shortcut as Shift+Ctrl+L

When creating a shortcut for a menu item, you can use any letter key, or F# key, or Ctrl+LETTER, or Shift+F#, or Shift+Ctrl+F#. However I find I can NOT use Shift+LETTER or Shift+Ctrl+LETTER. Is there a way around this? Is this just a limitation in VB6 to keep it "simple" for the crowd that BASIC programming is tending to be aimed at (hobby programmers)? Or was this an inherant limitation of the Windows OS as it was way back when VB6 was created? If so, is there some way to use this additional functionality now? Or would it require a hack to the VB6 software itself (hex editing the VBVM600.DLL file for example). If so, is someone on this site knowledgeable about such hacks? For the program I'm creating, I absolutely need to be able to use both Ctrl+L and Shift+Ctrl+L. So someone here, please help me.
