Client connects to Server but Server is not running

I would have expected an error message after so much time but no messages have been displayed and the Client is still running.

ClientSocket.Close
ClientSocket.Connect ServerIP, ServerPort

Wait.......wait.....wait.....wait....wait...etc, etc....time passes on

Nothing. No messages that connection cannot be made. Nothing at all, client just sits there doing nothing

What happened to timing out?
